Bug Report: Heading Levels in Tabs

When manually checking the accessibility of a page containing a Folwell tabs component I encountered a bug. When using a screen reader, I expect to be able to use all the headings on a page to navigate, but my screen reader only recognizes headings in the visible tab. This makes it significantly harder to navigate the page and poses an accessibility issue. I propose that all headings should be read, regardless of visibility.
I have attached two screenshots of the NVDA elements overview. Both pictures are of the Folwell Accordion Component page (with the accordion items collapsed). The first is when the “Usage” tab is selected. The second is when the “Best Practice” tab is selected.
The screen reader I use is a portable copy of NVDA version 2024.4.2. I use Google Chrome on a laptop running Windows 11. The specific pages I have checked this on are folwell.umn.edu/tabs, folwell.umn.edu/accordions, and https://z.umn.edu/umn-morris-online-students-another-umn-campus.
Related issues: I found there is a similar issue at play here with headings inside accordion items. I also found that, when using keyboard controls, it is possible to hide all tab content.
