Bug report: link styles when using background color utility classes

When using the background color utility classes, the basic link hover styles don't pass contrast accessibility. It looks like the _global.scss file isn't parsing the background colors correctly, and just giving white as the hover color. The link on maroon background doesn't pass as on hover or the basic state.
