When switching to mobile, the "Tabs" Folwell component view switches to accordions, and the first item is auto-opened. We would like it to be closed. This is because in mobile view, the functionality is more like

accordions, and the user may not need the information in the first tab, but on the second, third, etc. It's likely that the tabs default to open the first one because that is how tabs display on desktop, but it is not ideal for mobile.
