Styling issue with spacing

I recently noticed that line spacing for a bulleted list in an accordion doesn't look as well-proportioned as it used to. This is a pretty specific instance in which there is an accordion using headers (H4) with bulleted lists. There's not appropriate spacing between the last bullet item and the next H4. See example in the accordions on this page: https://mitppc.umn.edu/news/newsletter
I believe this is different than what the spacing used to look like, possibly since the last Drupal update.

We are seeing this on multiple sites and not just in accordions. The UL used to have a bottom margin & it no longer does. This affects anything below a UL, including paragraphs, buttons, etc.

Our editors also noticed that issue on multiple sites. I think it mainly happens right after the ul element and we see it within accordions and any bulleted list within Ckeditor: https://passportoffice.umn.edu/get-passport.
